Deconfigured memory on M4000

I have newly added memory that xscf is showing as deconfigured.

Initially I had MEMB#0 and MEMB#1, 16GB each, 2GB DimmsX8 (x2)  and then I added MEMB#2 and MEMB#3 using the same type of memory. XSCF showed the newly added memory as "NORMAL". This is before I "poweron" the box. 

When I poweron on the box from xscf, the amber light comes on and now the memory is showing up a deconfigured.

The memory FRUs are both CF00541-0545 06, 2GB DIMMS, so I know the size and Rank of the memory is the same.

I do not see any faults or errors from fmdump or logs.  Not sure where else to look for understanding what's causing it to go from normal to deconfigured.
