R12 Data Access Sets for Specific Values

All of our existing data access sets are Full Ledger types that were created by default when a ledger or ledger set was created.  I wanted to create our first Balancing Segment Value (BSV) type of data access set.  When I added any access detail lines for a specific BSV value, these specific value detail lines do not show when I requery the data access set.

However, if I try to readd the same specific value detail line, I receive this error message:  "Error: This combination of ledger/ledger set, values and privilege has already been assigned to this data access set."
