Cannot link a QUASI EMPLOYEE created in Oracle HR to the FND user

We have created a Quasi employee in Oracle HR 11.5.10.2 but when we go to the Derfine user form in FND user screen to link the person id to the FND user we cannot see the record.

Are we missing some step in HR in creating the Quasi Employee that is preventing us from viweing the record in the FND user screen.
