Upload Tax Book Interface not working...

Hello

 

I inserted 1400 records through sql loader in to fa_tax_interface table from a csv file and ran the 'Upload Tax Book Interface' interface but interface complets normal but not processed/picked any records becuase the log file shows sucessfull as zero and failure as zero. But If i insert one record (same data as csv file) through sql/toad and then run the interface it is working.

If anybody encounter this type of issue please share your ideas how to fix this?
