The Item is serial controlled. The Serial number &SERIAL_NUMBER entered is invalid or does not exist

 Hi.
we are having following error in material transaction. This is not allowing us to create any manual IB record. 

The Item is serial controlled. The Serial number &SERIAL_NUMBER entered is invalid or does not exist in Inventory tables or the "MFG_SERIAL_NUMBER_FLAG" in the Installed Base is "NULL" for Serialized Item Instances.

Metalink notes - [ID 1234325.1] asks to enter serial number in Trnasaction Details window, but there is no field I can enter serial number. There is transaction type = Sell. Please advice.

fyi the serial numbers provided in material transaction, there is already IB records with status= Expired. Dont know which standard program cause IB records to expire if there is any material transaction error associated to serial number.
