Grant privileges to user log on EM !

 Hi all,
   I use EM not Grid Control and version 11.1.0.7. Can I grant privileges to a user just only log on EM and can alter another user (unlock and change pass) and this user can not operates on another functions (such as create datafile, create user, ...). Remember that, just apply to EM !
