Requistion Change Order to Existing PO

Is there a way to create a Requistion Change Order used to Apply a Change Order Line to Existing PO?

After a PO is generated from a Requistion, the standard Change Order Functionality only allows you to apply a change order within the existing PO.

We want the ability to Create a New Requsition Changer Order and have it apply to an Existing PO ,so that it goes back through the Approval Route of the Requistion Originator and not the Approval Route of the person who generated the existing PO.
