OEM 12C null password error

I installed a linux agent on a target server.  DB was recycled and then OMS  reported the agent as being down eventhough the db is up.  AGENT STATUS is up and upload is up to date.   WHen I select the target I am getting a ORA-1005 null password.  ANy ideas how to fix this
