How is serial_detail set in the "Cycle Count Entries and Adjustments Report"?

Hello,

I need to know how the serial_detail is set for the "Cycle Count Entries and Adjustments Report"?  I can see that there are options at the cycle count header level, but they don't always seem to be used.  I have many outputs from the Generate cycle count requests in the MTL_CYCLE_COUNT_ENTRIES table that have a zero as opposed to either a 1 or 2 which are the available options.

The users are complaining that the report format is not consistent and therefore difficult to read.  Unfortunalty, the CP is a spawned process so I can't tell what it's doing.
