ORA-12500

Hi,

I am using Oracle 8.0.6.0 on win 2003 server sp2. Sometimes i face an issue with the TNS error ORA-12500: TNS:listener failed to start a dedicated server process.

Today i faced this error. Existing sessions are working fine but new sessions cannot be created. I tried by restarting the listener from windows services, but didn't work. Sometimes it works, but today i had to restart the windows server to solve this problem.Please suggest where to look for errors and what could be the reason. Is it related to windows memory?
