Is OCM patch advice consider only installed product?

Customer raised the questions that in OCM (10.3.3), the Patch advice being provided include only mandatory and security patches. Patch advices for certain uninstalled products are provided e.g. RAC is not installed in customer environment but patch advice is given, Therefore patch advices provided are in fact found irrelevant and do not take into account of customer environment. Question is that in OCM 10.3.6, will patch advice considers or advises patch on installed product?
