Planning results in several shipments with just 1 pallet, instead of a TL

Have you ever heard of a situation like this?
Our shipping unit is a pallet, and sometimes the planning instead of using a big truck with 24 pallets, will create 24 shipments with one pallet each in smaller trucks, all with same destination.
If we dismantle the shipments and run bulk plan again, it will work properly (one shipment, one truck, all 24 pallets together).
I've checked the logs, the only errors I could find are below. Equipment availability doesn't seem to a factor. Thought about start time/end time of the shipment but don't know how to check if it's the cause... And I just have the logs to work with, no access to production data (if justified, I could request access, just don't know how to justify yet).
