Upload Customer Class to be used in Allocation ATP rule

in Value Chain Planning - EBS (MOSC) Question
 
Hi,
We are implementing GOP 12.1.3.

We have legacy system, Planning instance is populated with the tables required via "Collect flat file data".
I want to create the Allocaton Rule, using Customer class, but I have no data in the LOV.  How could I upload the Customer class that we need to set up the allocation rules? or 

how could we collect the customer class previously and where we have to create they?



I appreciate your ideas!
