Stop customer service to enter Sales Order

I have used hold code AH and enabled the workflow JDESOCHNG to stop sales order entry for few customers without approval.  SOE was able to assign hold code AH but did not prevent the user to enter the sales order lines without approval.  How can I implment this functionality within Sales Order Entry.
