How Solaris Calculates Leap Years

It's that time again, we are about to get another February 29 and the SRs start coming in about verifying whether or not Solaris calculates leap years correctly.
Some years ago I wrote about this in Note 1005105.1 that discusses the formal definition and how we implement it.
