How to make Need by date less then promised date mendatory on Purchase Order form

Hi Experts,
Can any one help me out to make the promised date greater then need by date in Purchase order lines. If users users put need by date greater then promised date then system gives errors or notify user to make it correct. I am trying it by personalization but it does not work can any one suggest me how to make it personalize.
