Error in Transact Move Orders screen when selecting Cycle Count for missing qty

We are on 12.1.3 and noticed this issue with a few parts in the Transact Move Orders screen.When we go transact the move order and choose the reduce the allocated qty and select Cycle Count for the qty that ismissing we get an error "Unable to successfully complete teh chosen action for the missing quantity".

Would anyone have any ideas why this issue comes up?
