Cycle Counts keep reappearing for recount

We are on 12.1.3 and have noticed this issue for a few parts that are serialized.The cycle count is set up to disallow Discrepancy for serial numbers and the number os recount is 1.The counter enters the quantity for certain seq# in the cycle count entries form as 0 and notices the count keeps coming back for a recount.We checked and the system qty for these parts is actually 0 so why do these same seq#s keep coming back for a recount?
