US Sales Tax Report-Item

In 11i the US Sales Tax Report - Item had parameters for State Low and State HIgh. We are on R12  1.3 and the report only has a parameter called State. The Oracle E Business Tax Reporting Guide for Release 12.1, mentions both a State Low and State High parameter for this report (will attach text from guide and screen print of report parameters in 12.1.3.)

Has anyone else seen this? Is this a known bug? I cannot find anything on it. IS there a workaround?
