Can different positions in a hierarchy create releases from a blanket agreement not created by them?

User "buyer1" that creates a Blanket Agreement (PO)

"Buyer2" is in the same position hierarchy (over "buyer1") and the document types blanket agreement and releases are set to use the hierarchy and the security control is set to Hierarchy and access level is Full.

I would expect that Buyer2 would be able to create a release from the blanket agreement generated by buyer1. However the system doesn't allow me to. Buyer2 can approve the releases created by Buyer1 bout not create new ones. Is this expected behaviour?
