Can you tell me where to find documentation how to set up school district codes?

We have a situation in Pittsburgh where there are there is one Geocode for several school district codes?

This instance one school district on the employee shows 2745 Pittsburgh - geocode 390033040 and the tax area and corp tax id for the company she is in is set up for 02110 Baldwin Whitehall.  How do we get another tax type N set up for 390033040 when we already have this one set up for Baldwin Whitehall?

We cant use this Geocode for Pittsburgh SD although Vertex shows it should be 390033040 for both.

I need help on this please?  All reports are showing Baldwin Whitehall because it is set up with that on the Corp Tax id as the description we will be reporting to the incorrect local for remittance.
