Tax Amount is calculated wrong

 Hi,
I have a problem, when i created an invoice 1100USD, i created a distribution 1000USD and the line has TAX_CODE, so, when i calculte tax the system reduce my item line to 900usd and created the tax line for 100usd, but i want the system created the tax line for 100usd, but the item line be the same (1000usd). The tax is 10%.

How can i change the way oracle is calculated the tax?

I'm working in EBS 11i
