Requisition SOURCE_STATUS set to C when Req. Default "Distribute By" is set to "Amount" (9.1)

Hello all,

When I create a purchase requisition with the requisition defaults "distribute by" set to "Amount", the requisition is saved with both open amount and open quantity = 0 and source status = C.  Therefore, the requisition is not available in requisition select.  This occurs for requisitions without items.

When I go to modify the distribution lines to change them from Amount to Quantity, I get the following message:

Requisition to RFQ list (10105,69) 

Requisition to Request For Quote list.

Is this a known bug?  Is it related to the Amount Only requisitions saving as complete?
