Can we configure R12 HRMS - creating CATEGORIES equvialent to peoplesoft SET concept?

in Human Capital Management - EBS (MOSC) Question
Hi,
I got a special idea on using R12 HRMS flex field  CATEGORY functionality to use in such a way that we can get use it as People Soft SET ID concept?

So wanted to know if any one had tried earlier??
