Editing an XSLFO.xml file

Other than a standard text editor Is there a recommended editor that would simplify editing an XSLFO.xml template file ?
In Oracle applications, Oracle ships many templates in XSLFO.xml format.
If we need to enhance these is there a graphical tool to update these ?
