Is it possible to limit the the items/commodities that a buyer may select when creating a PO?

I'd like to limit the items/commodities that a buyer may select when he/she is creating a PO. Is this possible?

The only workaround I have at the moment is limiting them at the approval moment using the approval groups. But this solution doesn't prevent the user from creating POs with wrong items.
