Can no longer run HTML output Oracle scripts

This is driving me crazy.  After upgrading to windows 7, I can no longer run Oracle scripts with HTML output.  Here is my error message in SQL plus.

"ERROR: The html version of this script is incompatible with this character set for RDBMS version 8.1.7.3 and lower." 

I am on RDBMS version 11.1.0.7.
