Approval set up menu

Hi ,I am wanting to set up auto approval or self approval b y buyer of PO valued up to $10000.00
 I am in Purchasing super user & under set up menu and Approval menu.
 I have clicked on this Approval group and Approval menu several times but the
window is not opening.
Any idea what is missing?
