CITY and COUNTY Tax Line

Hi Folks,
For the sales invoices, we are using location based taxes in R12. Everything seems fine, but on the invoices, either a city tax line appears, or a county tax line, but never both. The state tax line appears all the time (so no problems there).

I am not sure if I am missing anything. Just to clarify, i am not saying that the two lines are alternating, it is happening for different customers. 

Can you please help me out?
