Incorrect Automatic BDOM Assignment In 31-Day Billing With Billing Segment

Hi All,

When I create accounts using the pcm_op_cust_commit_customer opcode, with 31-day billing enabled and the 'back' option set, using a billing segment. The billing segment has all days configured as open for billing. No billing DOM is provided as input to the opcode so a BDOM should be assigned automatically. When the accounts are created on the 29th, 30th or 31st day of the month, their billing day of the month is set to the 1st, not the last day of the month as I am expecting.

The problem does not occur when the billing segment is not set.
