PA Billing Extension

We need to mark up revenue when a expenditure type is 'overtime' by multiplying number of hours * bill rate * labor multiplier. Is it possible to do this creating a billing extension and attaching it to specific projects. What is the package etc name I should be looking into. We dont want this to be applied to all projects by default. Basically I want GDR to pick up this extension on projects that it is attached to? I need tech specs on what I should be modifying.
