Unable to run or validate this biz rule.

Does anyone know why I get this error message?  All the biz rules are doing this.  I restarted the services and have the same result.  I am logged in as the Admin.

 "Unable to run or validate this rule (BR_AlloBud1) against the following location: Essbase/uhc-essbase/UHCPlan/Core for user Admin."

I added Essbase/uhc-essbase/UHCPlan/Core to location and I add user access. All works well.
