capped container and database licensing when using HA to failover containers (failover zones)

 I know that capped containers are considered as license boundary.My question is when you have capped container configured as a highly available zone (i.e. the zone is setup to move from one physical server to another, either using Sun cluster zone resource or a 3rd party clusterware like VCS -zone agent), does the container capped cores have to be licensed on all servers where it could potentially live


e.g I have a capped Local zone with 2 cores. If it is on a standalone server I need to license only 2 cores for database running inside this zone (container)
