TAXX and TARO fields not populating for new employees

Hello,

I am having a problem with 3 employees who were hired last year.  These are brand new employees who have never worked for the company before.  The company TAXX number does not populate in F07353 when payroll is run.  I have found this document E1: 77: EI History is Not Updating with the Corporate Tax ID [ID 1169693.1], but it explains how to fix the F06017 history records.  It does not state how to have the TAXX number populate the F07353 correctly.  Both employes have insurance codes U03.  I have tried re-entering this code and clicking OK.  This does not work.  The Tax Areas in Natl/Fiscal data are the same for employees that aren't having this problem.
