Location not valid in Vertex tax rates

 We are on 12.1.3 We have a customer who's city, state, zip address is: Liberty Township, Oh 45044 We buy tax rates from Vertex. According to Vertex, this is not a valid city, state zip combination  but the customer wants to use it and says it is valid. Vertex will not add it. How do we fix this situation without messing up our rates from Vertex or having to manually maintain it going forward? We are using Oracle Customers Online.

Any guidance would be appreciated or how someone else gets around these problems when a customer uses a city, state, zip combination that is not considered valid by the tax rate provider.
