Inventory >> Inactive Items appearing in LOV during Order Entry?

Hi,

Product version and release is R12.1.3.

It is observed that Inventory Items, with status as 'Inactive' are  appearing in LOV during Order Entry. What we understand from 'Inactive' is that such items will not appear in LOV during any activity unless until it is activated by chaning it's status to 'Active'. As you know that this attribute is controlled as Master Level.

1)Is that a bug?

2)Have we missed some profile option or some other setup?

Can any one please explain the situation.
