AME link Between Work order Release and Completion

Dear all,

I had defined AME rules for WO Release and when I am trying to create rules for WO completion, the system is showing the following message
No rules are applicable to this transaction. Atleast one rule must apply to this transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true.

Is any functional set-up required for WO Completion , please help me out, we  are using 12.1.3
