Terminal server not authorised

We have been struck up in the middle of installing XE while applying special instructions for the Planner ESU.STEP is to generate table  F967611 from JDE PLAN.But when we click on Deign,we are receiving the error:"Teminal server not authorised".Logs says:"

The user, JDE, is not allowed to develop this object type in the MicrosoftTerminal Server Environment. The user can develop UBE Templates and UBE Versions in the Terminal Server Environment."

We have tried addding OWDeveloper=TRUE in jde.ini but doesnt work.Appreciate your valuable inputs.
