Requestor Name Missing

We are using Order Management 12.1.3.

The requestor name is not showing in the system when the request is made by an external contractor (contingent worker). The information is entered as an internal requisition and becomes an internal sales order.

Has anyone else experienced this issue and, if so, what have you done to resolve it?
