unable to generate the xml file from rdf

  Hello,

 I am unable to generate the xml file from rdf file, due to unknown user exits, like FND SRWINIT, FND FLEXSQL, etc...

rep-1415 error will be raised.
please note that I am working on windows, and I need the Application Object Library.
How can I import the library? or is there any other way to generate the xml file
