Getting Guest VM's to reside on the right server.

How does OVS 2.2.2 decide which server a Guest VM is started on? I was under the impression that if you define which server a Guest VM starts on that if you flag it for HA it will fail over the other server. It appears that the only way to get a Guest VM on the server you want is bring up the Guest VM, then migrate it to the VM server that you want it run on. Does any one have any information on how this works?
