Portal suggestion for E1 9.0 running on Microsoft stack?

We are planning to upgrade from 8.12 to 9.0 and at the same time moving from the AS400 to Microsoft.  We have not yet decided on the portal to go with, Oracle or IBM, and would like to get input from others running on a Microsoft stack.  Pros, cons, things to consider, etc.
