Listener "holding" files in the one-off patch

After installing a one-off patch I see that the listener "holds" files in the folder of the one-off patch.  They are released after a listener restart.Anyone has an idea why this occurs ?  The patches were succesfully installed when all oracle binaries including the listener were stopped.
