P4310 edits ONLY against the Order Date field when checking the applicable effective date ranges for

The purchasing application edits against the Order Date field when checking the applicable effective date ranges for costs on a purchase order.
Can we change the edit against any Date in P4310 such as Promised Delivery Date
In the Sales module you can control it through System Constants : Sales Price Based On Date

There is any similar way in Procurement ?
