FV FACTS I bulk file question: Dollar amount column should be 17 digits, we got 16

Sorry to put FV question into GL's group.

General information:

 

1) This is a question for US Federal Financial (FV) module.

2) I have checked MetaLink and couldn't find anything related.

3) We are using 11.5.10.2

4) This is the first time for us to use FACTS I report in Oracle.

Question:

 

We have run FACTS I Interface process successfully and it created ATB file for us.  We have worked on balances and everything looks OK.  However, according to US Treasury requirement, the column "Dollar Amount" should have 17 digits.  In our bulk file, there are only 16.  Does anyone knows why or if it actually won't matter?  I thought the positions are fixed for bulk file.
