OEM Cloud Control plugins versus Ops Center

Hi, I note there are OEM plugins for Exadata, Oracle hardware and the Sun ZFS Storage Appliance but I also note Ops Center provides monitoring capability for these also.
I'd like to understand the differences so that an informed decision can be made on whether to include Enterprise Manager AND Ops Center into a customer's solution.
Can anyone advise?
