Employee LOV in batch time entry shows employees from other BG's

During testing, someone mistakenly entered time for an employee from another Business Group.  This has created costing problems using standard costing setups.
We have a US OU associated with a US BG and an India OU associated with an India BG.  When I go to the batch entry form and enter timecards in the US responsibility, the India BG employees are showing up in my LOV.  As I have the US BG assigned using the HR:Business Group profile option for this responsibility, I'm surprised to be seeing employees in the IN BG showing up in my LOV.  We do have HR:Cross Business Group set to yes, but since my HR: Business Group is defined as US for this responsibility, I would think the LOV is limited
