Order Groups

I am inactivating order groups that were previouslyl in use in Order Management.  I have inactivated them, but they still show up on the list of order groups when creating a sales order.  And I can create a sales order using the inactivated order group with no error messages.  Is there a way to configure so they don't display as active order groups, and/or generate an error message when an inactive order group is used?  Also what happens if an order is produced with an inactive order group?
