Table Conversion version not submitted to the right jobq

I have a table conversion program in production that is being submitted to the QBATCH jobq.  I changed the Job Queue on the version on the fat client (through OMW) to be submitted to SINGLE.  Had the version deployed to DV & PY and submitted the version.  It submitted to QBATCH. 

Our CNC cleared runtimeCache and UBEOverride on the enterprise server to no avail and then cleared egen to no avail.  The version still submitted to QBATCH.

Back to the fat client, I did an Advance Get on the version from PD, changed the version to job queue SINGLE again, redeployed it to DV & PY.  Submitted the version again, and again it submitted to QBATCH.  Created a new version on the fat client with SINGLE in the job queue.  Deployed it to DV & PY.  Again, it submitted to QBATCH.
