Please, how can I know the dates kernel updates were made publicly available?

Hello,
Please, how can I know the dates kernel updates were made publicly available?

In particular, I need to know the date 147440-04 was made available, not the "last update" date in its README in MOS.

I was affected by bug 7086393 present in this kernel update and I need to follow up a report.
